Property Owners' Association

 

All property owners of Hot Springs Village are also a member of the Property Owners’ Association (POA).

The POA, a private, tax-exempt home owners association, is the governing body of Hot Springs Village, and is responsible for all Village amenities including fire and police protection, a public works department that maintains roads, water, sewer and sanitation services for Hot Springs Village, as well as the recreation and golf amenities available within Hot Springs Village. 

A general manager and a seven member volunteer Board of Directors, who are elected in staggered three-year terms, comprise the guiding force in Hot Springs Village. The day-to-day running of the POA is handled by an average of 475 employees assigned to one of six departments: Administration, Golf, Planning & Inspections, Public Safety, Public Works, and Recreation.

In addition to the Planning and Inspections Department, Hot Springs Village also has an Architectural Control Committee to ensure all building plans conform to architectural policy and building codes of the Village and issue all permits for new homes, landscaping, and remodeling. The Village also has a Natural Resources Committee which ensures that green belt areas, roadways, lakes, and other common areas are protected for general character, appearance and use by Hot Springs Village property owners.

Hot Springs Village has a Declaration and Covenants and Restrictions which all property owners must comply with. The POA also has an Information and Regulations booklet which has many of the recreation amenities rules.

POA Staff

The Hot Springs Village Property Owners' Association is one of the top 20 employers in Garland County.

There are six departments within the POA: Administration, Golf, Planning & Inspections, Public Safety, Public Works and Recreation.

      Administration includes the Accounting Department, Human Resources, Finance Director, Information Technology, Purchasing, Communications and the General Managers staff.

     Golf includes golf shop personnel at the Balboa, Coronado, Cortez, DeSoto, Isabella, Magellan, and Ponce de Leon Golf Courses, as well as Golf Department Administration, Central Tee Times, and maintenance staff at the Balboa, Coronado, Cortez, DeSoto, Granada, Isabella, Magellan, and Ponce de Leon Golf Courses.

     Planning & Inspections includes the Planning & Project Manager, the ACC Administrator, Inspector, and Secretary.

     Public Safety includes the Fire Department, Police Department, Animal Shelter, and Gate personnel.

     Public Works includes Administrative Staff, Building & Vehicle Maintenance, Lake Manager, Parks & Grounds Maintenance, Streets and Sanitation, Recycling, Water, Wastewater, and Utility Construction staff.

     Recreation includes the Coronado Fitness Center, Coronado Community Center, Coronado Tennis Center, DeSoto Games Area, Ponce de Leon Center, and the DeSoto Pools.

Declaration

Hot Springs Village is governed by the Hot Springs Village Covenants and Restrictions. The original document was dated April 20, 1970 and has been amended one time, April 20, 2006. All property owners should have a copy of this document. It is the document by which Hot Springs Village is governed and operated.
